The comments and linked blog for the original file indicate there are some challenges with both the Sketchup file and the resulting STL. I simplified the Sketchup file and produced a new STL which I then used Netfabb Basic, Meshlab and Netfabb's beta cloud service to repair. You may not be able to fight city hall, but you can now 3D print it!I printed it with 2 shells and 25% infill. Yeah, it took a while- about 4 hours. I'm sure you could get away with less infill.
