Just Print - and screw the two parts together. I glued additional rubber inside to protect the bar from scratches. To mount the camera just use a long tripodscrew. Completely closed the inside diameter is 24 mm. But It'll work with slightly thicker bars tooPrinted with Pla with 100% infill for maximum strength on my Solidoodle 2. I used three additional perimeters, too.
