This is spindle for spool of tin solder. The spool should have 23mm inside diameter. This size of spool is very common for 250g package of the tin solder (at least here in Czech Republic). If you modify the center part you can use spool with different inside diameter. The spindle allow easy unreeling of the solder during soldering.
