There are actually many AI tools that can generate photos from regular selfies. The system builds an AI profile from your selfies and then generates different scenes and styles, which can look like professional photoshoots without needing a real studio or photographer.

The individual there is using a high end commercial grade printer, the Objet. The printer I use is an "FDM" printer which means it extrudes plastic out of a nozzle. The smallest detail I could do would be 1mm. So in this print all the dots equal to and smaller than 1mm in diameter would probably not print or not print well.
He suggests Shapeways, but I suspect that he doesn't actually use Shapeways. (Why would he, he has an Objet) They don't have a printer like an Object for production and their only rubber like material is on a powder based printer with similar minimum details limitations to my FDM printer. (1mm smallest detail)
Someone with a laser cutter could etch rubber far easier and cheaper than a 3d printer could produce a stamp. You might check on here (Makexyz) for anyone listing a laser cutter, and ask if they do engravings for stamps on rubber sheet. Ponoko can do it but the burden of producing the art file is on you. Another less expensive option would be to just contact a stamp company that will take your photo and produce a stamp for you. (Search for custom rubber stamp)
The 3d printing is a cool idea but not the best or cheapest option for making a rubber stamp. Sorry I couldn't be more help. Let me know if you need anything else.
